Touch Projects were engaged by the Aboriginal Centre for Elderly Seniors (ACES) after receiving funds via the Victorian Health Building Authority (VHBA) to redevelop the existing ACES Facility – to better provide health services to its local community through the alignment of cultural practices in Indigenous Health provision. ACES is a not-for-profit Aboriginal organisation with two co-located residential aged care facilities on site – a nursing home and hostel.

Monica Mondkar led the project as a PM and Superintendent on the $6.1 million redevelopment of the Administration building. Stage 1 of the project, comprised a newly redeveloped Administration building within the Aged Care facility, supporting First Nation elders to live in a culturally designed space. This new building includes counselling and health consultation rooms, workspaces for 26 administration staff, a new dining area for elderly, upgraded commercial kitchen, amenities, plus landscape and external works.

Touch Projects was directly involved in end to end project management at all stages of the project life cycle including Initiation, Planning & Design, Procurement, Construction and Handover. Monica led the project through the Construction phase with broader TPL team helming through the Design, Tender and Contract award phases.

The key challenges included a live site program, latent condition risks and budget management to deliver the project brief by creating maximum value for ACES. Monica has delivered the project within the allocated budget whilst meeting VHBA compliances, monitoring and reporting on the financial budget, project program and risks via monthly reports to various stakeholders – VHBA, and ACES. She has great experience in using VHBA processes with a result that saw success in overcoming budget constraints and optimum value creation for the client. A project delivering a fit-for-purpose space benefiting this cohort and surrounding community.
