Touch Projects has been commissioned by the Aboriginal Community Elders Service (ACES) to project manage the ACES Facility Redevelopment in Brunswick East, Victoria. This facility, located at 5-6 Parkview Ave, is the only Aboriginal and Torres Strait Islander community-controlled organization in an urban setting, offering a wide range of services to the local indigenous communities.
The services provided at the facility include a 13-bed Residential Aged Care Facility, an 18-bed Hostel Facility (in 2 separate 9-bed buildings), Catering and Kitchen Services (in-house and community-based), and Community Outreach-based care such as Home and Personal Care, Advocacy, Respite Care, Case Management, Home Management, and Organized and Structured Social Activities.
Touch Projects was engaged by ACES to undertake the redevelopment of the ACES Facility using funds received from the Victorian Health Building Authority (VHBA). The goal of the project is to align the facility with Cultural practices in Indigenous Health provision, enhance integrated care for aged care residents, and create a modern facility that meets VHBA guidelines for Public Residential Aged Care Facilities.
To ensure the continuity and expansion of ACES’ services, Touch Projects is involved in end-to-end project management throughout the Project Life Cycle, including initiation, planning and design, procurement, construction, and handover stages.
During the initiation stage, we developed project implementation plans, sketch designs, preliminary estimates, and conducted feasibility investigations. In the planning and design stage, we engaged consultants, managed concept design and planning approval, facilitated design development, and prepared tender documentation. The procurement stage involved preparing RFT (Request for Tender) documentation, managing the tendering process, evaluating tenders according to probity standards and procurement policies, and providing recommendation reports. During the construction stage, we handled contract management and administration, supervised contractors, and ensured their performance. Finally, in the handover stage, we completed as-built documentation, conducted a post-implementation review, and managed the defects liabilities period.
