The car park at Belgrave Railway Station is undergoing redevelopment into a new multilevel site adjacent to the rail corridor at Belgrave, Victoria. With 659 vehicle spaces over four levels, the upgrade will replace the current car park and will serve the station and the surrounding community. The scope includes upgrades to the existing pedestrian paths to ensure safety and accessibility, the bus interchange, and access road improvements for commuters and buses –to be delivered separately to the main car park development.
A separate phase of construction incorporates a connecting link to Burwood Highway and the shopping district of Belgrave via a bridge across the rail line to Blacksmiths Way to the north of the site. This car park project is considered a new gateway building for Belgrave, Dandenong Ranges and the Puffin Billy tourist attraction.
Touch Projects were engaged by VicTrack to provide project resourcing to this high-profile project. The new car park will benefit the whole community, by freeing up more parking for shoppers and traders and making the station precinct safer by separating pedestrians from buses and cars.
Works will include CCTV and lighting for safety, lifts, a PA system, new accessible parking spaces and an undercover pick-up and drop-off area.
In addition to more parking, the project will deliver a widened access road to the car park, a priority exit lane and priority signals for buses at the roundabout, and improved pedestrian safety.
Initiation – Development of project implementation plans, sketch designs, preliminary estimates and feasibility investigation.
Planning & Design – engagement of consultants, management of concept design/planning approval/design development/tender documentation designs.
Procurement – prepare RFT documentation, manage tendering process, evaluation of tenders to set criteria in accordance with probity standards, and procurement policies and providing recommendation reports.
Construction – contract management/administration, contractor supervision and performance.
Handover – as-built documentation, post-implementation review and management of the defects liabilities period.
This program of works is known as the “Putting Passengers First ($60 million) station car parking program”, which aims to add over 11,000 additional commuter car parks across the rail network.
