Belgrave Station Multi-Level Car Park

The commuter car park at Belgrave Railway Station has been redeveloped as a brand new multi-level facility adjacent to the rail corridor. With a duration of 18 months, the development was part of the $60 million ‘Putting Passengers First’ program, which aimed to add over 11,000 additional parking spaces across the rail network.

The new parking facility replaced the former car park to serve both the train station and surrounding community.

The development comprises parking spaces for 659 vehicles across four levels. Additional project scope, which was delivered separately, included upgrades to existing pedestrian paths to ensure safety and accessibility, a bus interchange, and access road improvements for commuters and buses.

A separate phase of construction incorporated a new connecting link to the Burwood Highway and the Belgrave shopping district via an interconnecting bridge over the rail line to Blacksmiths Way, north of the site. This project was considered a new gateway building for Belgrave, the Dandenong Ranges and the local Puffing Billy Railway tourist attraction.

Touch Projects was engaged by VicTrack to provide project resourcing to this high-profile project. The new car park now benefits the wider community by freeing up parking for shoppers and traders, and making the station and transport precinct safer through better separation of pedestrians from buses and cars.

Works included a full CCTV system and lighting for safety, lifts, a PA system, new accessible parking spaces, electric vehicle charging stations, and an undercover pick-up and drop-off area.

In addition to increased parking, the project delivered a widened access road to the car park, a priority exit lane and priority signals for buses at the roundabout, and improved pedestrian safety overall.

Phases for this project included initiation, planning and design, procurement, construction, handover and defects.

Once complete, the project achieved a rating of ‘Excellent’ from the Infrastructure Sustainability Council of Australia.
