Bogong Car Park Extension

Touch Projects provided project management and superintendency services for the extension of the Bogong Car Park in Glen Waverley. This $45 million project with the City of Monash involved adding four levels atop the existing multi-level car park, thereby increasing its total capacity from 522 to 1,037 parking spaces.

Due to increased urban development in Glen Waverley, additional car parking was desperately required to better support local retail and business. This project comprised four new levels of car parking added to an existing multi-storey car parking facility, with the Suburban Rail Loop (SRL) tunnel running underneath the site.

As well as increasing the facility’s total parking capacity, a new building façade was developed, incorporating Crime Prevention Through Environmental Design (CPTED) principles for improved public safety, along with public art and specialist lighting.

The building’s lifts were also improved, a PV solar system installed to help generate power to run the facility, two electric vehicle (EV) charging bays added, clearly designated motorcycle and bicycle parking areas established, as well as smart parking assistance, 24-hour security, access control and wayfinding signage implemented. The successful integration of these elements resulted in the building’s elevation to a state-of-the-art community infrastructure facility for both the Glen Waverley local community and visitors alike.

With the SRL tunnel beneath the site, additional structural engineering and a 3D point-cloud survey were required. Council advised an impending construction start date, driving a compressed delivery program. The car park building’s status as ‘existing’ generated the need for additional investigations, solutions and redesigns, on top of the project’s varied and already complex design elements. These challenges meant that effective stakeholder engagement was crucial. Touch Projects worked comprehensively with Council, Katz Architecture, the SRLA and other parties to successfully undertake this, delivering a sustainability-focused, technology equipped, safe and functional parking facility for locals and visitors.

Despite several approved variations increasing the car park extension’s scope, no additional time was lost, and the project was actually delivered ahead of schedule.

The $45 million development was a finalist in the Australian Architectural Awards.
