Bellarine Treatment Plant

Stage 3 of the Bellarine Treatment Plant project was a $15 million initiative aimed at upgrading the Portarlington water recycling plant. Under management by Touch Projects, the project focused on the enhancement of water quality and expansion of water re-use options.

The project comprised the installation of a Salt Reduction Plant (SRP). This plant offers several advanced treatment steps: coarse screening to remove large particles, ultrafiltration to remove smaller particles and impurities, reverse osmosis to reduce salinity and other dissolved substances, and chlorination to ensure water safety and quality. The SRP is capable of producing three megalitres per day of Class B salt-reduced recycled water, meeting specific water quality targets.

Touch Projects partnered with various companies for process design, fabrication, assembly, and process warranties. A strategic partnership with a company known for its comprehensive process design capabilities (demonstrated through their impressive manufacturing facilities in Corio, Victoria) significantly enhanced the project’s strength and alignment with client requirements.

Touch Projects was also able to optimise the construction schedule, develop design and commissioning management plans, coordinate the bid team, review supplier proposals for compliance, compile a risk and opportunities register, and lead value engineering efforts.

Challenges within this project included managing algal blooms and seasonal water levels to ensure adequate storage capacity. Meticulous planning and risk analysis were crucial in addressing these issues throughout the development and delivery of the SRP. Touch Projects integrated these factors into the project design, whilst consistently ensuring compliance with all relevant regulations.

The new SRP is a game-changer. It produces Class B salt-reduced recycled water suitable for various purposes, such as irrigation for local vineyards and golf courses, helping meet growing demand on the Peninsula.

This project’s success is partially due to the strategic partnerships utilised and innovative value engineering undertaken. Ultimately aligning with stakeholder expectations, the project’s delivery on time and on budget was another example of effective project management by Touch Projects.
